We are a dynamic organization dedicated to driving positive change in ocean conservation, circular economy, and ecosystem restoration. As we expand our efforts, we are seeking a skilled and experienced Program Manager to lead our impactful initiatives and contribute to our mission-driven work.

Key Responsibilities

  • Lead program management guided by the approved overall program plan, and manage monthly coastal clean-ups, while ensuring the timely output of committed deliverables within the agreed budget. 

  • Work directly with the Executive Director, Program Director and Administrative team  to develop and utilize an effective program measurement system to achieve desired impacts and drive effective program targeting. 

  • Develop and manage the approved budget and operating plan of the program, harmonizing financial operations and ensuring compliance with regulations. 

  • Directly manage staff and operations, including coastal clean-ups, solid waste management programs and livelihood initiatives. 

  • Manage  CORA staff including training and development. 

  • Establish strong relationships with key stakeholders, ensuring proactively and transparency in project concerns and decisions. 

  • Collaborate and align strategies with internal departments on key campaigns and programs.

  •   Review, identify, and analyze possible program risks, ensuring they are addressed appropriately.

  •  Develop and manage long-term goals of the program to ensure sustainability, replicability, and growth. 

 

Qualifications

  • Tertiary academic qualification or higher. Fluency in Filipino and English (both oral and written) is required. 

  • Good understanding of the institutional framework governing plastics recycling and the circular economy framework in middle to low-income countries. 

  • More than 5 years of professional experience in relevant fields such as ocean conservation, circular economy, marketing/communications, sustainability, nonprofit, or livelihood development. 

  • Experience in social and behavior change formative research, international standards for developing or pretesting existing materials, and local community engagement programs. 

  • Experience with marine litter management and monitoring.

  • Ability to liaise and negotiate with government and social partners. 

  • Excellent analytical and organizational skills. 

  • Ability to work independently with minimal supervision and under time pressure. Strong interpersonal skills and ability to work in diversified environments. 

  • Proficiency in computer applications (Google Workspace, Microsoft Office, and Canva)

As a Program Officer at CORA,  you will play a crucial role in the planning, implementation, and evaluation of our programs and initiatives. The successful candidate will work closely with the program team, partners, and stakeholders to ensure effective delivery of projects aligned with our mission. This role involves a combination of strategic planning, project management, partnership development, and impact assessment.

Key Responsibilities

 

  • Collaborate with the Program Team to design and develop effective programs that align with the organization's mission and strategic objectives. 

  • Conduct thorough needs assessments and research to identify key issues and opportunities in the target communities. 

  • Assist in budget planning and program evaluation, including tracking expenditures and documenting findings for continuous improvement.

  • Oversee the implementation of programs, ensuring adherence to timelines, budgets, and quality standards. 

  • Support project implementation by maintaining work plans and monitoring progress.

  • Support stakeholder engagement by maintaining relationships with partner organizations, government agencies, and external partners to support program implementation.

  • Assist in implementing monitoring and evaluation frameworks, collecting data and feedback to help assess program impact and inform improvements.

  • Prepare comprehensive reports on program activities, outcomes, and impact for internal and external stakeholders. 

Qualifications

  • Bachelor's degree in Environmental Science, Development Studies, Business Administration, Communications, or a related field.

  • 1-3 years of experience supporting programs or projects in the nonprofit, government, or social development sector.

  • Experience and knowledge of CORA's focus areas: ocean conservation, waste management, circular economy, or community livelihood programs.

  • Strong organizational skills with the ability to manage multiple tasks and deadlines.

  • Ability to work independently and as part of a team. 

  • Clear written and verbal communication skills in both Filipino and English.

Job Title: Community Development Consultant

Location: Meycauayan, Bulacan

Position Type: Consultancy

Period of Engagement: May to June 2026

 

CORA is partnering with The Ocean Cleanup to implement the social scope requirements related to river waste interception systems in Meycauayan City, specifically along the Meycauayan River (Caingin Road section), part of the Marilao–Meycauayan–Obando River System.

 

The engagement aims to ensure that planned and existing waste interception systems are socially informed, risk-aware, and supported by local stakeholders and communities. The Community Development Consultant will support stakeholder validation, baseline community assessment, risk analysis inputs, and community sensitization activities to promote responsible and inclusive project implementation.

Key Responsibilities

  • Support project setup, coordination, and field preparation, including localization of tools, stakeholder engagement, and team mobilization.

  • Conduct stakeholder validation and provide inputs to social and operational risk assessments using field insights.

  • Lead or support community assessments through surveys, KIIs, and FGDs, ensuring ethical and inclusive data collection.

  • Analyze and consolidate data to inform baseline findings, key risks, and priority intervention areas.

  • Facilitate community sensitization and engagement activities, promoting awareness, dialogue, and stakeholder alignment.

  • Ensure consistent coordination, progress reporting, and communication with partners, while flagging risks and challenges.

  • Develop and finalize the Community Assessment Report, incorporating stakeholder feedback and actionable recommendations.

Qualifications

  • At least 5–7 years of experience in community development, social impact assessment, or participatory research.

  • Demonstrated experience working with LGUs and urban or riverine communities in the Philippines.

  • Experience in stakeholder mapping, social risk assessment, and baseline studies.

  • Strong facilitation and community engagement skills.

  • Excellent analytical, documentation, and report writing skills in English and Filipino.

  • Experience in environmental governance, solid waste management, or river/coastal initiatives is an advantage.
